In 1975, Mr. Sun Yun-Suan, the former Minister of Economic Affairs, held a Forum for Electrical Industry Development and instructed to establish the Circuit Breaker Test Center. In 978, the Executive Yuan decide in the Science Technology Meeting to set up a Testing Center of High Power and High Voltage Equipment. Taiwan Power Company and thirteen local manufacturers of high power equipment then jointly contributed to the official founding of Taiwan Electric Research & Testing Center (TERTEC), a nonprofit organization for economic affairs, in April 1979.
