This article conducts research, analysis and practical investigation on the relevant domestic and international standard technical specifications for light flicker and stroboscopic measurement. It doesn't only provide users for evaluating lighting flicker degree and would also be a helpful guideline for product developers.
At present, Taiwan domestic lighting flicker requirement only involves Flicker Index and Flicker Percentage. It is insufficient to ensure the lighting quality of different artifact types. Referring to IEC TR 61547-1 standard and related specifications, short-term flicker index (PstLM) and stroboscopic Visibility (SVM) are recommended for enhancing the scheme. By adding measurement methods and indicators for evaluating flicker and stroboscopic could be effective and correct to evaluate the impact of relevant artifacts. This article has been honored as the 2020 Lighting Excellent Thesis Award by IEST.
